early Winchester 67 NEVER fired

This Winchester model 67 was presented to a 9 year old boy by the Boy Scouts of America. He later went on to be an Army officer, served our country in Korea and at home in the Pentagon, and is now about 86 years old. This single shot .22 rifle has NEVER been fired!!! The stock is unblemished, the bore is pristine, and the outer surface is just now starting to show a slight trace of minor surface rust.
I have cleaned it and oiled it down to keep it in as good as condition as possable. Does this rifle have any real value other than sentimental??

You refered to the rifle as a single shot but it should be correctly called a bolt action rifle. Single shot rifles have no magazine and each round of ammunition is loaded individually.
Your story of the previous owner of the rifle really does not add anything to the value unless the rifle was engraved upon presentation and he ended up being a historicly significant person. Collectors have a saying of "Buy the gun not the story".
There were about 383,000 rifles of this model made between 1934 and 1963 and they are un-numbered which makes proving vintage difficult. The lineage you describe would actually date the rifle to 1932 so you might be off on his age or exactly how old he was when he receiver it. 2009 - 86 + 9 = 1932
Rifle values are controlled by condition. Obviously yours is close to perfect depending on how much of the "surface rust" there is. These rifles do not seem to be real popular in the collecting world since there are few for sale. The possible lack of demand could be a close second in the value function. I would estimate it is in the $500 to $700 range.
