Some of the Moisin Nagent and Mauser 93 owners will say it is those. To my money the US M1917s give them a run for the money. Some will like their M1Ds. I think there have been a few and it really is hard to say which one was the most accurate under all circumstances. If they all put one between the enemies eyes at 600 yards under field conditions, how can you tell?
You're kidding, of course. I do have a Finnish M91 (reworked Russian) I would put up against most any sporting rifle at 300 yards, but it's a fluke. The most consistently accurate FOREIGN military rifles IHMO are the Schmidt-Rubins (7.5x55) and Swedish Mausers (6.5x55).

I didn't list the M-14 & M-21 (although I wanted to) because he said surplus and those were never released as surplus. They tried to, but ATF nixed it even with the switch welded.
I have several milsurp rifles, Mosins, Swiss K31, Mauser M98, M1 Garand and a Remington M1903 made 8/42 with a new 5/43 barrel installed. The latter one is the best, hands down, however the K-31 comes close. The M1903 shoots tiny groups at 100 yds with the right ammo, a good scope and my cooperation. - CW
In my battery, Id have to say the three most accurate stock milsurplus arms would have to be the Swede, the Finn M-N and the 03. I think from the box, the Finn may win in the accuracy department on average.
