hi ray,
i'm not really sure, is that all it has on it? it could be a commemorative to the boy scouts of america. but it should have who manufactured it somewhere on it. check out this and see if it helps, i'm not familiar with BSA firearms.

BSA stands for Birmingham small arms a factory in england that made sporting and military rifles and shotguns
