My father-in-law is 83 and has a winchester model 37 in 28 ga. that was given to him when he was 12 and has had very little use, any idea of it's value?

I just did a quick search of some shops. No 28 guage so it may be a bit on the rare side which could add a touch to the value. Most were 12 guage and selling in the $275 to almost $400 if excellent.

I did a bit more digging around and found some references. The 28 guage is indeed significantly more valuable. It may be more in the $1200 to $1500 range. I am basing that on the description of your stating very little use. You could post some photos for me to look at.
