This petition Of the FSA is probably an attempt to distance the discussion on gun regulation from the discussion on the existence or nonexistence of a constitutional right of the private citizen to bear arms.
This is another discussion altogether from a legal perspective and I agree with David Hardy that this is probably an attempt to face a plausible failure in the supreme court, still there are data as to the influence of the right to bear arms when it is relatively unrestricted influences the numbers and percentage of homicides in the various regions.

Now what I want to examine is the claim that the right to bear arms as it appears in the second amendment says nothing about the states ability to regulate it. If the FSA chooses and the petition clearly shows that it chooses to pursue a straggle to regulate the right better, I feel that there is a lot they can do.
