Several years ago there was an outfit around who would convert your .36 cal blackpowder revolver to .38 Sp. Anyone know if they are still in business or even if this is legal now?

I think you're possibly mistaken... as I recall, those conversions were for the .38 S&W cartridge, not the .38 Special. The .38 S&W cartridge is considerably milder than the .38 Special.
